The
mission of the Family Planning Program is to provide
individuals the information and means to exercise
personal choice in determining the number and spacing
of their children. This program offers a broad
range of acceptable and effective family planning
methods, including natural family planning methods,
infertility services, and services to adolescents. |

Attention Family
Planning Clients
PLAN FIRST
On 3/1/06 the Centers for Medicare
and Medicaid Services approved Michigan’s submission of a
demonstration waiver to provide family planning services to Michigan
citizens meeting certain eligibility requirements. The
demonstration waiver is approved for five years. This waiver will
enable the MDCH to provide family planning services to women who
otherwise would not have medical coverage for these services.
Women of childbearing
age, 19 through 44 years of age, who are not currently Medicaid
eligible, do not have benefits through private
insurance, including Medicare, and who have family income at or
below 185 percent of the federal poverty level may be eligible for
insurance (PlanFirst) that will cover their Family Planning services. Coverage will be
limited to women who reside in Michigan and meet Medicaid
identity and citizenship requirements. Documents needed:

General
Information
The Tuscola County Health Department's Family Planning Program
philosophy is consistent with Michigan Department of Public Health and Title X.
Family planning is a preventive health measure which positively impacts on the
health and well-being of men, women, children, and families. Effective family
planning programs are essential health care delivery interventions that
correlate with decreased high risk pregnancy and maternal and infant mortality
and morbidity. Services provided through family planning clinics allow
women to make well-informed reproductive health choices. The family
planning clinic addresses the unmet family planning needs of women at or below
poverty, and those slightly above poverty, but still considered low income, and
provides access to those with special needs (such as teens and high risk women).
No one is denied services because of inability to pay.
Objectives

To enable persons to freely determine
the number and spacing of their children.

To make available comprehensive family
planning services to persons with economic or other
access problems who are unable to secure comparable
services.

To avert potential incidence of maternal
and infant deaths and diseases through the optimum
planning of the timing, spacing, and number of births.

To interrupt the cycle of dependency and
improve the quality of life for families by reducing the
incidence of unwanted and mistimed pregnancies.

To provide high quality and
individualized care consistent with the unique needs of
each person participating in the program.

To educate the general public toward an
understanding of family planning.
Family Planning services shall encompass
those medical, social, and educational services which enable
individuals to exercise informed choices in fulfilling their
personal childbearing objectives. The program has been
developed and is operated in accordance with specific plans
approved by the Michigan Department of Community Health.

Eligibility for Services
Hours of Service
Clinics are held on Monday, Tuesday, and Thursdays, 8:00 a.m. - 4:00 p.m.
Supply Pickup/Depo/Pregnancy tests are done at Wednesdays, 8:00 a.m. - 4:00 p.m.
Late clinic is held on the first two Tuesdays of the month, 11:00 a.m. - 7:00
p.m.
Appointments are preferred to receive services,
however, walk-ins are accepted as time allows.

Family Planning
Advisory Committee
The Family Planning Advisory Committee
consists of five to nine members who are broadly
representative of the community. Members are to
include teens, low income women, members of minority groups
and area professionals. This committee meets twice
annually--on the 4th Thursday of April and October.
The objectives of the Advisory Committee
are:

To use the collective wisdom and
judgment of the members to better evaluate and monitor
the agency's Family Planning program policies,
procedures, and objectives.

To be a liaison between the Board of
Health and the community.
-
To offer broad based recommendations to
administration and the Board of Health.
-
To review and approve all informational
and educational materials developed or made available in
the program prior to their distribution to assure that
the materials are suitable for the population and
community for which they are intended and to assure
their consistency with the purposes of Title X.
